The Royal Decree on the Management of Foreign Workers (No. 2) B.E. 2561, Section 13, stipulates that employers hiring foreign workers must notify the Department of Employment of the workers' names, nationalities, and the nature of their work within 15 days from the date of hiring. Furthermore, when a foreign worker exits employment, the employer is required to inform the Department within 15 days from the date of termination, including the reasons for the worker’s departure.

In cases where foreign workers enter Thailand through the MOU import system, the employer must notify both the authorized importer and the Department of Employment within 7 days of the worker’s departure from the job, also specifying the reasons for their exit.

Additionally, prior to a foreign worker commencing employment under the MOU import system, employers are mandated to prepare a written employment contract. This contract must include at least the provisions specified by the Director-General and must be maintained at the employer's office for inspection by registrars or officials. A copy of this contract is also to be provided for the employee's records.
